The mod team has recently been discussing how to moderate hipfiring. The current precedent is to consider it a trolling violation in red heart games and a game throwing (GT) violation in competitive games.
We're deciding between the current precedent and two other options.
Trolling throughout. The idea behind this is that game rules are game rules and that moderation should be standardized between red and gold heart games.
Game throwing throughout. This plays to the idea that the action of hipfiring is generally done without "playing to win" and as such falls under game throwing.

In the big picture hipfiring is just a suboptimal play. (3/8 odds of shooting mafia in A&V for example) Playing suboptimally has never been gamethrowing.
i only skimmed the first part of your post but claiming mafia is no more reasonable to do as scum than as town so unless the person does it and tries to sound like they're giving up, it makes no sense to give them a vio
giga let me give you some scenarios. this should explain why hipfiring is trolling the same way a troll claiming mafia as town is
1- a nuisance troll town claims mafia excessively which ends up getting him lynched. his actions hurt town and gets a trolling vio
2- a nuisance troll town claims mafia excessively and is townread. his actions lead to a town win. but he disrupted the game and almost got lynched bc players saw him as a town liability. he gets trolling
though you can say, "what motivation is there for town to claim maf?" or "claiming mafia as town is not playing to your win con," which are reasons to support GT (the harsher vio), players are still given trolling
1- a troll flips sheriff and hipfires his friend who flips cop, ends in a town loss. he is given trolling for something that hurt town
2- a troll flips sheriff and hipfires his friend who flips mafia, town wins in the end. he is given trolling even though his actions could have easily hurt town

i count at least 400 censor bypasses in this thread alone. i myself have even hidden a few to test the mods. you have 24 hours to find them all before i call adsense on my prepaid cell phone. good luck.
