I don't know about official uscf but I typically score 1600-1700 on tactics problems and I can beat 1600+ players relatively consistently if I can beat them tactically before the endgame. I think I understand and properly capitalize on the openings I am using. I'm often entering the end game significantly up on points against opponents much better than me.
Where I am losing is the end game, where I will absolutely blow it with all of those open squares. Not sure how to improve on this, besides running endgame problems (which I have begun to do this week)

Just learn the London system. You can learn many of the patterns and motifs of different lines in a weekend if you dedicate yourself to it. Lots of content on the London system out there.
If I think the opponent is going to play a nimzo on the other hand I like to invite it.
Also I prefer to play rapid to blitz as well.

Feel free to take my advice with a grain of salt, but if you like d4, maybe try the colle system? I'm about to play around with it myself. Great for tactical players like you and I, queen's gambit is easy to counter with the benoni and a handful of others at our level
