Quick request regarding moderation and handling refunds

Rather than having the refund thread private and hidden in the mod forum, please make a public thread and sticky it in the Epicmafia forum so that people can view which games are possibly being refunded, the progress and status on the games being refunded, as well as reasoning regarding possible refunds.

For reference in what I'm talking about here, sandbox had a thread specifically for mod actions where the Game Mode was enabled and only mods were able to post. I can't find their Mod Actions thread but I found a parody of it to just give you an idea of how it looked and was setup.

This will result in people being less confused as to if their game would be refunded or not and cause them to not bug moderators more for information regarding their refunds.

It will also instill more pro activity in mods to handle refunds in a more timely manner instead of putting them off until the end of the rounds (for comp games)
