Since I am pretty sure mods will try to shrug this off and then sweep it under the rug, I am making a thread so that the community can put pressure on mods
1- heard about that guy in news. Don't know him personally. The story is true and there are several such cases.
2- yes, a few times in the city only. They bring them to ask for money from people
3- that happens in a festival named holi. That is a way to play it. But it is not on the streets. People only throw at their friends inside the playing arena. Last I played in the festival was probably 7 years ago. Last I used a paint powder ball was more than 10 years ago.
