When you say your dog is choking you probably don't mean they are in need of an emergency doggie Heimlich you probably just mean they are making gagging sounds because they've eaten too much / something they shouldn't and are trying to expel it. So it's not really going to be the most urgent thing in the world doggies mix up food with non food all the time.

theoretically anyone could just lie and say they ISP'd because of an IRL reason, or grs and say it was due to the irl reason but the ISP was not (yet nobody will report because the heart was given back, most likely)
