No, because he was using the word AS a synonym of r-----d. He knew he couldn't use r------d, and used that instead, to convey a hateful and ableist message.
You make solid points that words mean different things around the world.
Shouldnt we be taking the lenient view, then and not automatically vioing any word thats deemed offensive in some part of the world.
Why are we choosing to take the oppressive stance and limiting the words we can say. People have to go out of their way to change their day to day vocabulary to try and avoid these petty rules.
