"he acknowledged in games that player1 was throwing games / cheating for him"

"he asked player 1 to carry him, after acknowledging that player 1 was throwing / cheating for him."

"He didn't inform the mod staff or even make an attempt to avoid playing games with player1, who he acknowledged was cheating for him."

yes it's unfair, because even when he cheated he only got third. It's not fair to give him a second Chance to get silver. Let him rerun the wins that's fine. If he gets third then so be it, but if he couldn't get second from cheating he doesn't deserve another chance to try get second.
