Should people who have cheated and/or been banned for any reason in the past be moderators?

This site used to refuse anyone who has been banned for any reason even if they were unbanned later during mass unbannings.

Now it seems as though the admin is cool with it, but what does the community think?

[in case you're wondering, togepi the moderator is both a formerly banned user and a cheater. sims the admin is her friend and trusts her but we all know how that has gone in the past]

Personally, I think mods shouldn't be allowed to enforce rules they cannot follow. If a mod breaks a rule, they're modding wrong. But if they break a rule before they were modded then it's okay. People change.
