a game-by-game basis so if the moderator doing the report doesn't like the person they give vio, but if they're friends with the person reported then they don't vio. Sounds very fair.

HC should be applied when slurs are used excessively an example would be, maybe like 4+ times/game. It's usually censored in the forums.

Harrassment has always been a very gray area it needs to be more defined, and mod consistancy/written precedents should be put in place.
It can't be any more defined because it's the Internet and people need to learn not to get offended by things like "dumb hippo negger"

ya but you can basically take offense to anything. I get if it is excessive? (maybe) but saying it once or twice or whatever I don't think you should be able to get a vio for that.

(says wolfblitzer who has a HC vio for saying one of the above words...)
