Kent > Lowen > Sain imo but they're all solid choices. I think Lowen has better support choices than either of them though.

Yeah you definitely want at least one flier. I'd go Heath at this stage looking at your levels unless you got great levels off of Fiora.

Not bad for where you are in the game. You're spreading it around more than you need to, but that's fine. I'd start sticking to like 11 units to really work with (including the lords) and try to limit passing out experience only to that group.
