Is hipfiring gamethrowing?

Why or why not? Discuss.

What if one hipfires correctly, should they be reported for gamethrowing?

And why does someone who hipfires incorrectly get in trouble with doing so when they were simply taking the risk that they would hipfire correctly and be rewarded for good behavior?

when you hipfire before you get reads, it's GTing because you're not playing your win condition
It only takes me 1 second to get reads then. I got reads in 1 sec and hipfired 3 seconds after game started. Therefore, I do not deserve the vio because I did have reads on my hipfiree.

shouldn't both get the same punishment?

why do you favor one over the other? there is no difference, they're both taking risk

there are setups where everyone is gunned and everyone gets to hipfire, should they all be reported in a setup with multiple gs where hipfiring is apart of normal play?
