Lucid split the ELO and stats in the lobbies. That wasn't Arcbell.
For the reason why not everybody gains/loses points is from what ArcBell did with the stats when he was admin. Somehow the rooms didn't carry your ELO between them, and now you'll likely only have them in one lobby where most of your games have been played. For the majority of new people it will be training, while experienced players will find theirs in comp.
ELO, at least in standard form, will gain/lose points depending on the difference of levels between two players. You will ALWAYS gain points for winning a game, and lose points for losing (not just beating higher or lower players). What occurs is how many points you would gain depending on the other players in the game. If you're 1400 with a bunch of 1100s you won't gain as much as being 1300 with a bunch of 1450s. The ELO's idea is to say your efficiency against people of levels. And you would be most likely to be 50/50 against people in your own level. There is a formula for how your ELO would go up in down in places like USCF and FIDE for tournaments. Places like here would have a difference because ranked games hold 7-10 players.

ELO ranking comes up when you win to somebody with more points than you, and it goes down when you lose to somebody with less points.

When does the rank goes up? When I win, I get +points always and +rank just sometimes... is there a rule?
