This setup originally had 2 millers and 2 blues, I tested it in training lobby and it was mafia sided. This is better.

This should be 50/50. Too many towns throw away D1. Don't random lynch, don't band wagon, and don't autolynch guilty reports (cops shouldn't be claiming in the first place, even with guilty). If you don't productively use all of d1, you're unlikely to win as town.
