The first EM moderator was handpicked by lucid & they had cheated before. You have apps like Discord where you can make private rooms, call them Cheetos Ring and it's cool with everybody. Very few people play mafia for the sake of being good at mafia. In fact giving a shit about a game probably gets you in more deep shit with people than cheating.
Calling out that one idiot who doesn't understand the naked clear is a naked clear "the " will more likely get you banned than being the degenerate running multiaccounts with the throw account being "the " who votes against the clear in LYLO. Mind you, calling someone "the " is reportable, but pointing out that they probably have a single digit IQ or lack a second brain cell to synapse with the first one probably won't get you a report despite making even bolder claims about cognitive developmental status.
cheating has been allowed on epicmafia since day 1. you just have to be willing to "meta" enough to ruin the game by rigging it in your (friend's) favor.
which is why competitive EM was the death knell of this entire site. EM has been dead for 3+ years now.
