if someone is considered being banned for a second time then they should be banned without a thought, especially if it's someone like steve who has nothing better to do but harass people on the internet and hurt all the girls he has ever fallen in love with on here because he can't get his d.ick wet irl lol
opinions aside that report you provided looks like a very different case then what played out in the game that steve got banned over, the two aren't comparable

Steve definitely gamethrew there lol, he gamethrows in his little circlejerk nearly every game and only hasnt gotten banned up until now because everyone just LOVES him SO much. Elfen has gained a lot of respect from me for that vio.
Upon reviewing the case he was banned for, I can see why Elfen made her decision. The primary argument was that steve was using wifom to try and get the masons to target him. The Vig was dead and the fool was still alive, and if he could've gotten them to visit him, it would be one mason, one stalker, and one fool, leading to a joint win for Mafia and Fool. I don't like steve, and I don't know if his wifom accurately displays his intentions or actions however there are other cases where steve has cheated and GT'd before.
If we take steve at his word, he wasn't trying to GT, however from a reasonable person's examination that's the most likely answer.
