Dumb town is worse. Even if it's only one dumb villager, that can seriously fu'ck up the whole game. The only way a dumb pr can fu'ck up the game is by mishammering, allowing mafia to roleswap with them, or by choosing really dumbly in their night action.
A dumb villager on the other hand forces the other villagers to scumread them when they are town because they're playing erratically or not participating. One dumb villager who death tunnels another villager, slowrolls an obvious mafia lynch, or otherwise plays like scum fu'cks up the whole town's reads, including the pr's. Good luck if there's more than one dumb villager.
A pr can be convinced, because their role in the game is to lead the town, and from their point of view there is a much wider scope of who could be mafia, and so they take into consideration everyone else's reads and actions. A dumb villager will always think they're right, because they have the benefit of knowing they are town.
Good town can fix a bad PR.
A good PR can't fix a bad town.
I think worst is bad PR. Because as a clear they hold sooo much power, if your maf partner is bad you can buss them, and a dumb town doesn't always lose the game. But a crappy PR?? Perish the thought!
