What if they give out a gun that is on a timer, and if the person does not fire it, it either fires at a rando, or it backfires?

Exactly.

A role that randomly takes someone out of the game without any agency on the part of the players is not a very fun role, in my opinion. You're never going to see this role used except in Sandbox setups, where people will just hipfire anyway and therefore miss the point of the role entirely.

I'm not really a fan of Trigger Happy for that reason.

It doesn't really have a lot of competitive value and in Sandbox people hipfire regardless of what's going on. This role would need some serious retooling if it wants to get made.
What if it appears as sheriff to self?
