I am a rabbit, and I agree that harassment is worse than general hateful statements.
I have had to rely on my wits and smarts to survive up to this day, and it is lucky for me to have survived.
But let's put it in this sense. I know there are hunters who want to kill rabbits. But with this knowledge, it is scary, but it is not directly harmful to my life.
But if I see a hunter with a loaded rifle pointed towards me, then I know that I am at immediate risk of being attacked.

EM's priority is playerbase. Otherwise this rule doesn't even make sense. Banning people on online mafia doesn't make them see the error of their ways and stop being a racist. Nor does it make them stop harassing people. What banning players does is remove the "threat", and the threat of a racial slur is lower than the threat of harassment.
