Zombie/Bulletproof bug?

Can someone explain what happened this game? Zombies were unable to vote who they wanted to infect on Night 3, and Mafia hit a Zombie but it showed up as a vest hit even though the Zombie was no longer a Bulletproof???

The zombie had a vest from being a BP in the beginning. About the zombie unable to vote - it has something with forced act setups, but it's not clear how to replicate the bug.
