This will mainly be going over gamethrowing as I believe it's the most needed to be talked about and changed. But it will be going over other rules. But some of these suggestions can be used on other rules.

Why I made this topic and past experiences
I've wanted to make this ever since I got my first gamethrow violation that I believe I didn't deserve. Looking back at the time I deserved the gamethrow violation that I had gotten. But I also got one a few months ago that I believe I shouldn't have obtain. I've also had reports that, dare I say, any normal mod would've touched and instantly give me a violation for what was claimed but were reviewed very carefully and was ended up with a no violation. I've also had some reports on me that I've had intent of gamethrowing, and did just that, but were given a no violation.
I would list examples of all of my examples and more examples of my past experiences but the game history was deleted. I'm not going to go over those reports any longer but I believe, assuming the reader believes me, that this shows that this site needs to handle how it gives gamethrow reports.
What I would like to be done
I have several suggestions on what I believe should be done.
Post non-cut and dry reports in a topic
No matter if it was vioed or no vioed. And make sure all the mods believe that those reports were handled correctly. This would be used as examples and be used as boundaries on what is and isn't considered breaking the rules.
This would make violations and no violations more agreed upon in the community and would produce less butt hurt from the community. It would also not produce situations of will the aggressive mod moderate the report and give me a gamethrowing violation or will the more lenient mod come in and give me a trolling violation. Simply because the trolling violations and gamethrowing violations would be clear. Also obviously save the history of the examples.
Make a example page of obvious violations of gamethrowing
This would give new players a easier time of understanding what exactly what gamethrowing is. Even if the rules might suggest only intent is needed, there are times where I've seen newer players mess up so badly that a moderator would give it a violation. That was a extreme example but it would be nice to have. For example, make sure you keep track of the cop's reports because you might lynch them, and maybe setting up a example game where mods fake a game and a mod pretending to be a less experienced player lynching a cop's inno report that was clearly stated.

The reason I haven't made this topic sooner is because either I was new and didn't feel like I was experienced enough in the games mechanics and moderation system to know how to suggest anything about it. Or later on in my epic mafia experience I was afraid that my voice would not get heard and this would be all for nothing.
Even with all of this I feel as if the moderators won't take any of this seriously, or may I say with a grain of salt, take their site seriously enough to improve it in general. Which is my greatest fear concerning epic mafia considering how easy it is to bypass gamethrow violations or to get a gamethrow violation. Or how you can easily just make a toss away gamethrow account which I have done in the past.

You know, whenever people say "mods are supposed to improve the site," that's such bullshit. You and I both know these guys don't give a fuck except for the superior status they get and access to Sammie Chat.
Basically, anyone under the belief that mods want and should improve the site is saying it as a cop-out, and I don't sympathize with it (even though I only read your last paragraph)
Basically lucid should take that $15 plus tax I PayPal'd him and build a sick new feature, like a game similar to World of Warcraft that you can play during the nights
Gamethrowing can't just be demonstrated with examples as it depends on the situation. We often face attempts to get that do not get reported upon lucky winning situations.
Sometimes it happen that the gt is related to an isp and some other times it's a blatant gt for "fun".
I didn't read the report you linked but I do not agree with the whole topic.
