In case you're wondering most of the power companies in the USA are private sector but legally aren't allowed to experience competition (even if you have other options available) they price collude to remain competitive so that they don't go out of business. Ya they're required to get approval from state government to bump prices but at the end of the day any bump they want will get approved.
