It's safe to assume there's at least one protective town role that'll guard him at night if he's a cop or a tracker or something like that so we force him to claim especially because without the PR claim we have no reason not to lynch him.

If he's a doc or a role that wants to get hit he claims as "non visiting pr", if he's a role that doesn't wanna get hit he needs protection anyways and claiming is still optimal.
