I don't understand at all.
Game will start with a n0 where both mafia factions will elect one player to incap.

Example D1 post:

Mist and Retti have been incapped! You may vote and unvote either by choosing incap or uncap. The person with the most incap votes will be saved, while the other will die.

With 7 alive it takes 13 to lynch!
