How is having to waste the ML on someone who essentially was confirmed scum (by the fake claim/fish) and from day 1 was clear was never going to cooperate with town not leading to town loss?

If the losing team was in autowin, refund is considered.
If it's clear the thrower put the losing team in autoloss, and knew they were doing so, refund and round suspension is considered. If the losing team had the advantage, and lost as a direct result of the throw, refund is considered.
Trolling
If the losing team had the advantage, and lost as a direct result of the trolling, refund is considered.

Game Throwing - Intentionally playing against your win condition or not playing to win. Game throwing requires intent. Includes fake claims made for any other purpose than strategy as well as voting someone based on a grudge. Forcing a draw (meteor) when you are not faced with an autolose situation falls under this category as well, since lynching/killing would give you a chance to win.
