the point is to lower your inhibitions and go on wild adventures with other people who are doing the same. sometimes you get the cops instead, and get forced to give a little money to the poor, but most of the time it's a laugh lol (and even the downside's not so bad mostly - win/win every time)
i never understood how public intoxication works. like what if you're walking home drunk instead of driving, can't take a cab because u have no money, but then u get arrested for being a blabbering drunk idiot
