The There is no way for any of those users to tell whose IP is whose, whereas when you sent a PM to all of the moderators, you had the capability to link an IP with a username for every person who clicked it. there's no timestamp on the "Read by:" part of the PM so she'd have to watch and compare extensively....
There is a large difference between it being something on a profile vs someone sending it directly in PMs to moderators. Fight me.
