simple fact is segregated lobbies means eventually new players are stop filtering into the competition because there's no incentive to do so and the competitive population declines due to people getting bored

That isn't something that's going to change.I believe Training, Bronze, and Silver worked? I was still sorta new to EM but I believe that was the best setup we had. The problem was later attempts to recreate it failed.
