Yes, we usually do not reply because people send them to multiple mods and we get a lot usually

They are always filed. We have a big thread with all of them stickied in our mod forums

are applicants allowed to ask if they are being remotly considered so they dont keep there hopes up for something that definatley not happening

IDK how it is now but it was pretty standard practice for mods to not respond when receiving apps and to just post them to the mod forums for review.
