You'd do well in a lobby where incompetence was dealt with instead of encouraged, but feel free to keep contributing to it.

i mean, any custom lobby can have its own mods. as for own rules, you'd have to either write your own or arbitrarily enforce the current ones.

you'd also have to get people that would want to play in a custom lobby primarily with you where you're also modding, which might be a challenge.

yeah, but bumpers or whoever has the comp lobby needs to pass it to someone who's active and well, lucid would have to end up sticky'ing it if you ever want the lobby to be active.
