Choose your preference:

A moderator who loses interest in moderation, upon reflection of their position, decides to step down, but later regains their taste for mod work and is reappointed. This happens several times as their whims fluctuate.

A moderator who loses interest in moderation, upon reflection of their position, decides to hold their position and do enough work throughout their time in power to avoid losing the position, which arguably gives them no room to reinvoke any desire to work properly again.

all of the good mods that lost interest don't reapply, e.g. me

You can't, but given how every old mod who's lost interest before and then come back has gone on to lose interest again, it's better to try your hand at a new one regardless. Especially when most of the old mods who get remodded are mediocre at best.

A, obviously.

Option C: A new moderator who hasn't repeatedly lost interest and has the desire to do work remains a better option than either, though.
well you can't really tell if a new moderator won't lose interest on account of them being new
