A town with clears scumhunts worse than a town without, unless my statistics lie to me.
Prs claiming gives mafia perfect information. (Almost) Prs hiding means a blue can die at night (you really want this)
Prs claiming is better if you lynch a mafia day 1, prs hiding is better if you don't. Hint; the latter will happen more often than the former.
PRs should claim right away to start the day. For two reasons.
1) Odds of lynching mafia are way better with leadership
2) Mafia is just gonna fish if lynched (or town for that matter) No reason to delay the inevitable.
Technically you are objectively correct that PRs should stay hidden, and that is the way that it is traditionally played. I don't think PRs claiming impacts the game significantly though.
Lying to two people is so much easier than lying to 6 and claiming PR makes scum win so much easier.
It's mechanically optimal for PRs to stay hidden but it's a hell of a lot simpler for PRs to claim, and it saves you a ton of headache.
