Why do mods constantly make poor decisions though? It's not difficult when you see an obvious GRS, intentional and then only give the user a note (https://epicmafia.com/report/120935). Mods are going to be under constant scrutiny if they lack the skills to make a good decision.

Also, consider the fact that if the majority of users in a game report a user, that reported user is probably in the wrong and the majority of users in a game see it that way, your word isn't always the best for that situation.

I agree with what you guys are saying, yes. I was under the impression that this was implied anyways.

If this rule is already in place, this is a situation where you have mods scanning a game and not giving vios and should be punished for that.
