for a setup to become ranked? I think it's +20 upvotes, but I just want to make sure. What is the criteria? (Besides it being balanced) , that one's obvious.)

No criteria. Just make sure it's balanced.

You need 12+ upvotes.

From my experience, you need 11 but it only goes unranked unless you have 12. At 11 the ranked button appears but only at +12 does it do anything.
