ISP was made to deal with silent alts: people like "ineverspeak" which were impossible to read because they only voted (yet they scumhunted and were not GTing).
It now has evolved slightly different, but honestly it's just the BS way to scrounge for a refund and a lot of mods misinterpret it especially the negligence part.
If you notice, there used to be a "2 day clause". That is because people shouldn't be theoretically punished because their stove was on fire and they had to leave for a bit (basically the two day clause would ensure that the person either vegged or was obviously just coming back at the last moment to vote/silent alt). There's a few problems with people intentionally exploiting that so it just became more case by case now. But regardless because of the way it's written and because lots of mods have no idea about the history of rules it's often times misinterpreted by them (see negligence threads every other day).
Pretty sure some mods would have banned brownpimp for ISP because of some of the ways he played but oh well. Things are at least heading back to the right direction thanks to people like Connor.
