Oh and it's basically a couple of kids who start off stealing plutonium from a military base. They then time skip ahead to show them as terrorists. They set bombs off in buildings and the only way to defuse them is for the police and the general public to solve their riddles that they put out. The answer to these riddles tells them where the bomb is and they have to go defuse them in a certain amount of time before they blow up. It's very very good

Zankyou no Terror is really good. It reminds me of Death Note in a sense. Very good OP, OST, and ED. I'd check it out.
