This is basically a worse version of TEO, hooker can't work with three prs including watcher, and framer on setup 1 is pointless because maf can just sac on cop anyways

In setup #4 mafia can now hook doc shoot cop. They can also hook cop and cc watcher. It gives them more breathing room than the framer did.
