Yes he can.

Can he kill the second person?

True. Loosening win conditions...

To make it easier he shouldn't be revealed unless he kills someone and is investigated. Because if a cop just investigated an assassin who hadn't killed him then he wouldn't be cast suspision upon.

so let me get this straight. assassin is killer/cm the first two rounds. and then vivor for all the rest? and i can i just say you should make it so that he is only revealed by investigative roles if he visits&kills someone...

This role has way too many win requirements. You automatically lose if someone investigates you, first strike. You automatically lose if you get lynched, which is fine if it's by it's own, but it isn't, second strike.

Change it up and don't make it so hard to win.

No, he may choose. That's why the 'may' is there instead of the 'must'.

is he forced to kill each night like the killer? and does he continue to kill after he's killed his two targets?
over 13 years
So he has to kill two people then dodge suspicion COMPLETELY until the game ends on its own.
over 13 years
Game goes on normally after he kills both players. If the players don't rat-out or kill the Assassin after the game plays-out normally then he wins instead of the normal winner.

he just wins in 2 turns then ?
