Did not claim cop when asked and allowed mafia to claim Watcher while getting all the claims and lead on doc.
Final statement: There are 2 setups where cop/watcher could exist so I think he probably just believed Jack to be real. I think it was just a poor decision on his end. I'm not too fond of some of the comments he made, but I don't think he was gamethrowing.
